BNDES launches secured credit by sales with payment terminals used in small businesses

 On Thursday, October 1, the Brazilian Development Bank (BNDES) started operations with the Emergency Program for Credit Access in the Guaranteed by Receivables Modality (PEAC Maquininhas), aimed at individual microentrepreneurs (MEI), micro and small enterprises (MSE). The objective of the measure, instituted by Law No. 14,042/2020, is to make credit reach the edge easier and contribute to the recovery of the economy. 

In this new mode, financing will be indirect, carried out by financial agents who join the program, and guaranteed by part of future sales made via digital payment terminals, with support from the Union’s resources. As the credit already has this coverage, BNDES will not require collateral or other type of guarantee. 

To qualify for the credit, the entrepreneur must have sold goods or services by credit, debit or prepaid cards, and not have active credit operations guaranteed by future receivables. 

For implementing the program, the Union has already transferred a first installment of R$ 5 billion to BNDES. Depending on demand, a second installment of the same amount will be invested, totaling R$ 10 billion. If all the resources made available by the government for the line are used, at least 200,000 companies will be benefited.

PEAC Maquininhas, the result of an articulation with the Central Bank of Brazil, the Ministry of Economy and the Financial System, reaffirms BNDES as an important executor of public policies, said Bruno Laskowsky, managing director of Shares, Capital Markets and Indirect Credit at BNDES. “By adding credit card acquirers, popularly known as ‘maquininhas’ companies, to the traditional relationship between BNDES and financial agents, our expectation is that the program will boost the process of granting credit to the micro and small entrepreneur, who are having difficulty accessing resources needed to oxygenate their business and irrigate the activity in the economy.”

How it works – To acquirer the loan, the MEI, micro or small enterprise must request it from a financial agent authorized to operate the program. The loan amount will be defined based on these sales, not exceeding twice the monthly average of sales made between March 2019 and February 2020, and also the limit of R$ 50,000. 

The interest rate charged by the financial agent will be fixed and may not exceed 6% per year. The loan, which will be deposited in the entrepreneur’s account, will have a six-month grace period and a 36-month payment period (including the grace period). The program is effective until December 31, 2020.

Qualification of financial agents – Institutions interested in joining the program must carry out the qualification procedure according to information published on BNDES’s website.

Also on this link, enterprises interested in obtaining the loan will be able to know more about the program, answer their main questions and, soon, consult the financial agents already qualified.

The BNDES has a recurring profit of BRL 1.7 billion in the first quarter
Net income, which is influenced by extraordinary events such as Petrobras dividends and reversal of provision for credit risk, was BRL 4 bn. Recurring income comes mainly from the lower average balance of Treasury - mainly due to early settlements to the Treasury in the 4th quarter/22. Executive Board presents 2022 profit and projects BNDES’ size to double to 2% of GDP by 2026
“Our project is to return to the historical level of BNDES disbursements since the beginning of the implementation of the Real, which is 2% of GDP. For this, we want to double the size of BNDES by 2026 so that it can fulfill its role of economic and social development,” said BNDES President Aloizio Mercadante at a press conference held on Tuesday the 14th, at the bank's headquarters in Rio de Janeiro.
