BNDES reaches R$ 50 billion in credits guaranteed by the PEAC

 The Brazilian Development Bank (BNDES) has already granted guarantees for more than R$ 50 billion in loans and financing under the Emergency Program for Credit Access (PEAC). The resources benefit more than 65,000 small- and medium-sized enterprises, which employ approximately 3 million people. The average value of loans taken to date was R$ 679,000.

“PEAC’s success is the result of the ability to learn, articulate and continuously improve to meet the credit needs of the Brazilian entrepreneur,” said BNDES President, Gustavo Montezano. “BNDES will increasingly invest in solutions to expand access to credit, whether by providing guarantees or by building new channels,” he says.

Created in partnership with the Special Secretariat for Productivity, Employment and Competitiveness (Sepec) of the Ministry of Economy, the program has already received R$ 15 billion from the National Treasury. These resources, which are used to secure financing, allow to leverage the credit value up to 5 times. Of the contribution already made, approximately R$ 11 billion were committed to guarantees (corresponding to 73% of the program’s current budget), which, considering leverage, allowed  granting more than R$ 50 billion in financing through financial agents qualified for the program. 

As demand evolves, the Treasury may contribute, in total, up to R$ 20 billion in the program, which can mean almost R$ 100 billion in financing for small- and medium-sized enterprises. PEAC began operating on June 30 and is effective until December 31, 2020. 

About PEAC – The program aims to unlock credit for small- and medium-sized enterprises, associations, private foundations and cooperatives, except credit, which grossed between R$ 360,000 and R$ 300 million in 2019. Currently, 45 financial agents are already accredited to offer loans, ranging from R$ 5,000 to R$ 10 million. 

Guarantees are granted by BNDES to financial agents, mitigating the economic impacts of the Covid-19 pandemic. Coverage is 80% of the value of each operation, limited to up to 30% of the total portfolio of each financial institution for credit operations granted to small enterprises, and up to 20% for operations with medium-sized enterprises.

PEAC’s emergency guarantee is subject not only to credit operations contracted with BNDES resources (by some of its credit lines), but also those offered by the financial institutions themselves. Such resources can be used by enterprises for different purposes, according to each credit line, including to reinforce their working capital.

The BNDES has a recurring profit of BRL 1.7 billion in the first quarter
Net income, which is influenced by extraordinary events such as Petrobras dividends and reversal of provision for credit risk, was BRL 4 bn. Recurring income comes mainly from the lower average balance of Treasury - mainly due to early settlements to the Treasury in the 4th quarter/22. Disbursements totaled BRL 19.1 billion, compared to BRL 14.8 billion in the 1st quarter of 22 Default remained at a low level: 0.06%.

Executive Board presents 2022 profit and projects BNDES’ size to double to 2% of GDP by 2026
“Our project is to return to the historical level of BNDES disbursements since the beginning of the implementation of the Real, which is 2% of GDP. For this, we want to double the size of BNDES by 2026 so that it can fulfill its role of economic and social development,” said BNDES President Aloizio Mercadante at a press conference held on Tuesday the 14th, at the bank's headquarters in Rio de Janeiro.
