The Brazilian Development Bank (BNDES) has already approved R$ 600 billion for financing under the Emergency Credit Access Program in the Modality of Guaranteed Receivables (PEAC Maquininhas). The resources benefit more than 20,000 small businesses. The average value of loans taken to date was R$ 28,400.
The program, established by Law No. 14,042/2020 has been in place since October 1st and is part of the set of emergency measures promoted by BNDES with the Ministry of Economy to counter the economic impacts caused by the Covid-19 pandemic. PEAC Maquininhas supports individual microentrepreneurs (MEI) and micro- and small-sized enterprises (MSE) with annual revenues of up to R$ 4.8 million in 2019, facilitating loans and contributing to the recovery of the economy.
The loans are carried out by the financial agents who joined the program and it is guaranteed by future receivables, through digital payment machines. As the credit already has this coverage, BNDES will not require collateral or any other type of guarantee. Banco Safra, Money Plus, Banco do Brasil and Caixa Econômica Federal are already qualified and operating the loans guaranteed by the Program.
The interest rate charged by the financial agent will be fixed and must not exceed 6 % per year. The loan, which will be deposited in the entrepreneur’s account, will have a six-month grace period and a 36-month payment period (including the grace period). The program resources are from the Union and are available until December 31st, 2020.
The loan is limited to the equivalent of twice the average monthly sales of goods and services, calculated between March 1st, 2019 and February 29th, 2020, with a maximum limit of R$ 50,000 per customer. To qualify for the credit, the entrepreneur must have sold goods or services by credit, debit or prepaid cards, and not have active credit operations guaranteed by future receivables.
