With more than R$ 40 billion in approved credit, PEAC receives a third contribution of R$ 5 billion from the Treasury

 More than R$ 40 billion in guaranteed credit from the Federal Government has already been approved under the Emergency Program for Access to Credit (PEAC), operated by the Brazilian Development Bank (BNDES).  In all, 52,000 small- and medium-sized enterprises, employing more than 2.3 million people, have benefited. Created in partnership with the Special Secretariat for Productivity, Employment and Competitiveness (SEPEC) of the Ministry of Economy, the program received today, September 8, a third contribution of R$ 5 billion from the National Treasury. These resources, which are used to secure financing, will allow the leverage of the credit value up to 5 times. In this way, the new loans can again exceed R$ 20 billion.

The program began operating on June 30. Of the total contribution already made of R$ 10 billion, the amount of R$ 8.8 billion, which corresponds to 88.22% of the current program budget, has already been committed to guarantees. Thus, considering the leverage, it was possible to grant more than R$ 40 billion in financing through financial agents qualified for the program. As demand evolves, the Treasury can contribute, in total, up to R$ 20 billion in the program, which can mean up to R$ 100 billion in financing for small- and medium-sized enterprises. The PEAC is effective until December 31, 2020. 

“It is gratifying to see that the effort of everyone involved has borne good results. The program is enabling access to credit for small- and medium-sized enterprises throughout the country and helping them to grow again, preserving jobs,” said Petrônio Cançado, Director of Credit and Guarantees Division at BNDES. The PEAC aims to unblock credit for small- and medium-sized companies, associations, private foundations and cooperatives that grossed between R$ 360,000 and R$ 300 million in 2019. 

Guarantees are granted by BNDES to financial agents, mitigating the economic impacts of the Covid-19 pandemic. Coverage is 80% of the value of each operation, limited to up to 30% of the total portfolio of each financial institution for credit operations granted to small enterprises, and up to 20% for operations with medium-sized enterprises.

PEAC’s emergency guarantee is subject not only to credit operations contracted with BNDES resources (by some of its credit lines), but also those offered by the financial institutions themselves. Such resources can be used by companies for different purposes, according to each credit line, including to reinforce their working capital. 

Currently, 43 financial agents are already qualified to offer loans, ranging from R$ 5,000 to R$ 10 million. These institutions are responsible for the final decision to use the program’s guarantee and evaluate the credit application when structuring each of its operations. The average value of loans taken to date was R$ 698,000. The BNDES has a recurring profit of BRL 1.7 billion in the first quarter
Net income, which is influenced by extraordinary events such as Petrobras dividends and reversal of provision for credit risk, was BRL 4 bn. Recurring income comes mainly from the lower average balance of Treasury - mainly due to early settlements to the Treasury in the 4th quarter/22. Disbursements totaled BRL 19.1 billion, compared to BRL 14.8 billion in the 1st quarter of 22 Default remained at a low level: 0.06%.

Executive Board presents 2022 profit and projects BNDES’ size to double to 2% of GDP by 2026
“Our project is to return to the historical level of BNDES disbursements since the beginning of the implementation of the Real, which is 2% of GDP. For this, we want to double the size of BNDES by 2026 so that it can fulfill its role of economic and social development,” said BNDES President Aloizio Mercadante at a press conference held on Tuesday the 14th, at the bank's headquarters in Rio de Janeiro.
