Graduated in Law from UFMT - Federal University of Mato Grosso (1995) and holds a Master’s degree in State Law from PUC/SP - Pontifical Catholic University of São Paulo (2002). He is a Judicial Analyst at the Supreme Federal Court.

He was Legal Advisor to the Ministry of Health (2011-2014), Secretary of Parliamentary Affairs of the Secretariat of Institutional Relations of the Presidency of the Republic (2014-2015), Head of the Special Advisory Office of the Secretariat of Institutional Relations of the Presidency of the Republic (2023) and National Secretary of Justice of the Ministry of Justice and Public Security (2024-2026). He has also served as a member of the Board of Directors of the BNDES – Brazilian Development Bank (2003-2026).
