Activities, projects and items not supported by the BNDES
The BNDES does not offer financial support to convicted customers, whether in the administrative or judicial sphere, for acts involving:
- racial and gender discrimination
- child labor
- slave labor
- moral or sexual harassment
- crime against the environment
- Motels (CNAE 5510-8/03);
- Saunas and hot springs (CNAE 9609-2/05);
- Exploration of gambling and betting (CNAE 92).
Agribusiness
- The acquisition of animals for resale is not supported.
- Bovine livestock farms will only be supported for calf production.
- Agribusiness enterprises will be required to be registered at the Rural Environmental Registry (CAR), as provided in the Rural Credit Manual.
- The General Fishing Activity Registry (RGP) will be required for fishing projects, and in the case of financing of extractive fishing vessels, the Prior Fishing Permit (PPP) will also be required, as provided in the Rural Credit Manual.
- Support will not be allowed to enterprises that include fishing in a prohibited period or in places prohibited by the competent body, fishing for species that must be preserved or specimens with sizes lower than those allowed, fishing in quantities greater than those allowed, or using devices, equipment, techniques and methods that are not allowed, and the transportation, marketing, processing or industrialization of specimens from prohibited collection, catching and fishing, as provided for in Law No. 9.605 of February 12, 1998 – Environmental Crimes Law.
- Support will not be allowed to enterprises that include fishing with the use of explosives or substances that produce a similar effect in contact with water, toxic substances, or other means prohibited by the competent authority, as provided for in Law No. 9.605 of February 12, 1998 – Environmental Crimes Law.
- Projects that include Genetically Modified Organisms will be required to have a Biosafety Quality Certificate, issued by CTNBio, as provided for in Law No. 11.105 of March 24, 2005.
- It is forbidden to grant credit under PRONAF related to the production of tobacco developed in partnership or integration with tobacco industries except in the case where the credit is intended for crops other than tobacco, in order to promote the diversification of income-generating activities of the family unit.
- Other criteria and conditions set forth in the Socioenvironmental Guidelines for Bovine Livestock of the BNDES shall be observed.
Arms
- The following are not supported:
- Retail trade of arms and ammunition (CNAE 4789-0/09).
- Acquisition of arms and ammunition (NCM Chapter 93) with the exception of:
- Export of arms and other Brazilian defense and security goods and services, within the scope of BNDES Exim Post-shipment and Pre-shipment products, provided that the Debtors (when supporting commercialization) and Importers are sovereign entities or their bodies*;
- Acquisition of arms and other defense and security goods and services, provided that it is carried out by public entities and their bodies aimed at the operational strengthening of the public security and social defense forces.
*Arms and other Brazilian defense goods are understood as those that qualify as Defense Products (PRODE) or Strategic Defense Products (PED), provided by companies accredited by the Ministry of Defense as Defense Companies (ED) or Strategic Defense Companies (EED), provided that the BNDES accreditation policies are also respected and have the appropriate export authorizations by the competent Brazilian bodies - the Ministry of Foreign Affairs and the Ministry of Defense.
Banking
- Investment projects for banks, savings banks and development agencies (CNAE 6410-7/00, 6421-2/00, 6422-1/00, 6423-9/00, 6424-7/01, 6431-0/00, 6432-8/00, 6433-6/00, 6434-4/00 and 6438-7/01) cannot be financed, with the following support allowed:
- micro credit; and
- the provision of guarantees.
Energy
- The following are not supported:
- Generation of thermoelectric energy exclusively from mineral coal or oil derived from petroleum.
- Production of mineral coal dedicated exclusively to thermoelectric plants.
- Hybrid oil projects derived from petroleum with other renewable energy sources in isolated systems will be eligible for support.
Mining
- The following are not supported:
- Projects in the mining sector that incorporate a rudimentary extraction or mining process.
- Extraction and processing of asbestos (CNAE 0899-1/03)
- Projects located in integral protection units, as provided for in the BNDES Socioenvironmental Policy for the Mining Sector.
- Other criteria and conditions set forth in the BNDES Socioenvironmental Policy for the Mining Sector must be observed.
Real Estate
- BNDES does not finance the incorporation and construction of real estate projects, except for project support:
- located in development or innovation hubs;
- located in historic centers or districts;
- integrated into urban revitalization programs;
- intended for activities related to the preservation and enhancement of cultural heritage; and
- intended for leasing for productive health and education activities.
- To support shopping malls, it will be required to present a Neighborhood Impact Study (EIV) of the implementation of new projects or, where applicable, the expansion of existing ones, as well as authorization for the implementation or expansion of the project subject to financing, issued by the competent municipal body. If the EIV is waived, related studies requested by the Municipality to grant the aforementioned authorization must be presented, when applicable.
- For enterprises related to the accommodation sector, the Registration Certificate will be required in the “enterprise in operation” version or in the “enterprise in the implementation phase” version, as the case may be, in the Ministry of Tourism’s National Registry of Tourist Service Providers – CADASTUR.
- The following items will not be eligible for support by the BNDES: expropriations and acquisition of land.
Sanitation and solid waste
- Wastewater collection projects are subject to support by the BNDES provided that they provide treatment capacity for the wastewater that will be collected (already existing or that will be implemented by the same project).
Steelmaking

Projects related to pig iron production sector may be financed, provided that the wood and coal used as energy and raw material in the production process of the companies come from reforestation (proven through Chain of Custody Certification).
Sugar and alcohol

The socioenvironmental criteria to support the sugar and alcohol sector must be observed.
Wood
- Projects that depend on wood as the main raw material may be supported, provided that the wood comes from a planted forest. If the wood comes from a native forest, support will be conditional on the existence of a Sustainable Forest Management Plan, approved by the competent environmental agency, and to the Forest Certification or Chain of Custody Certification, issued by an independent body with public credibility.
- Projects associated with the exploitation of primary vegetation or native species may be supported, provided that there is a Sustainable Forest Management Plan, approved

- Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, enacted by Decree No. 3.128 of 08.05.1999.
- Convention on International Trade in Endangered Species of Wild Fauna and Flora – CITES, enacted by Decree No. 3.607 of 09.21.2000.
- Stockholm Convention on Persistent Organic Pollutants, enacted by Decree no. 5.472 of 06.20.2005.
- Minamata Convention on Mercury, enacted by Decree no. 9.470 of 08.14.2018.
