Public Call for selection of proposals for attracting, implementing or expanding research, technological development and innovation centers

Goal

Partnership between BNDES and Finep, the Public Call aims to promote the attraction, implementation or expansion of Research, Technological Development and Innovation Centers (RD&I Centers) to be installed or already installed in the Country.

The initiative takes place within the scope of the industrial development policy New Industry Brazil, which seeks to promote national reindustrialization through six priority missions defined by the National Council for Industrial Development - CNDI.

Who can participate

Brazilian companies that carry out, plan to carry out or expand research, technological development and innovation activities in the country may participate in the Proposal Selection Process.

Foreign companies may also participate in the selection process, noting that the submission of requests for financial support (projects) will be subject to the legal and administrative formalization of the company in Brazil.

For the purposes of this Call, R&D&I Centers are considered to be facilities that include laboratories, pilot plants, demonstration plants and other facilities for exclusive use for research, technological development and innovation activities.

The following definitions are also considered:

The Proposals must contemplate, for their execution, a credit requirement of more than R$10 million (ten million reais), for R&D&I Centers in the North and Northeast regions, and R$20 million (twenty million reais) for R&D&I Centers in the other Regions. The deadline for executing the Proposals may be up to 36 (thirty-six) months.

Proposal Selection Process

The Selection Process will be carried out jointly by BNDES and FINEP, and will aim to organize the entry of requests for financial support (projects) into the two development institutions, which will allow for greater coordination of actions and better integration of the available financial instruments.

For each selected Proposal, a Joint Support Plan (PSC) will be structured, indicating, among the financial support instruments existing within the institutions, those that best suit the needs of the Proposal.

Submission of Proposals

Interested companies must present a Proposal for the implementation or expansion of R&D&I Centers, as well as the innovation strategy they intend to implement. Technological strategies, the synergy of the activities of the R&D&I Center with the company's business lines and with the production capacity installed in Brazil must be presented.

Each company may submit only one Proposal by completing the Proposal Submission Form.

Evaluation of proposals

The evaluation of the Proposals will be carried out by a Working Group composed of representatives from BNDES and FINEP. The evaluation process will observe the following criteria:

Eligibility criteria:

• Purpose of investments compatible with the objectives of the Public Call defined in item 1;
• Meeting the eligibility requirements defined in item 2;
• Financial capacity of the company relative to the intended investments; and
• Alignment of the Proposal with at least one of the specific missions and objectives provided for in the Resolution of the National Council for Industrial Development No. 01/2023, of 07/06/2023, of Nova Indústria Brasil (NIB).

Classification criteria:

• Adherence and scope of the Proposal with the specific missions and objectives provided for in the Resolution of the National Council for Industrial Development No. 01/2023, of 07/06/2023.
• Adherence of the Proposal regarding the effective implementation, in Brazil, of research, industrial development and innovation activities;
• Adherence of the R&D&I Center to the company's business and synergy with the internalization of new industrial activities, densification of production chains and lines of products or services of greater technological complexity;
• Technical, financial, managerial and commercial training to carry out the planned activities;
• Technical and business cooperation, including with universities and research institutes; and
• Strategy for the production and commercialization of results from the R&D&I Center.

Structuring the Joint Support Plan

For each selected Proposal, BNDES and FINEP shall structure a Joint Support Plan (PSC), indicating, among the financial support instruments existing within the institutions, those that best suit the needs of the Proposal.

It will be up to the company, in compliance with the definitions contained in the PSC, to take all necessary steps to forward the Project(s) that are part of the PSC for analysis, approval and subsequent contracting within the scope of BNDES or FINEP, as the case may be. The Projects will follow the usual flow of operations, including technical, financial and legal analysis.

Budget

The estimated amount of resources to be allocated to projects arising from the public call is up to R$3 billion, without any commitment to the full realization of the resources.

The final results will be published on the websites of BNDES and of Finep.
